iPad does not charge when plugged into a PC?

According to podcasting rockstar Alex Albrecht, it does not - and after Alex go the iPad home, he sent out a Tweet that shocked even me:
First real “come on Apple” moment… iPad doesn’t charge when connected to a PCs USB port only Macs! & yes they are USB 2.0 ports.
So this is really disappointing, and quite frankly un-excusable from Apple especially. It would appear they would have to make changes to the device to have it not charge with a PC.
It would work by default technically, but it seems to have made some sort of method of detecting the OS or something along those lines to make it impossible to charge your iPad via a PC. More details when they come…
